I had several favorite apps that are no longer supported by iOS. Speak4Me has rudimentary TTS for free with phrase storage; $.99 gets you ad-free. Another app called Speak Speech Synthesizer has the same, additionally with easy ways to change speech pitch and rate; $1.99 gets you ad-free for this app. These are my two go-tos these days.
