I use ClaroCom, low cost upgrade gets better speech and the ability to add categories but free is still really good. Plus it's a robust app that allows you to store messages and categorize them.
urVoice is another free one but has ads. If you need to turn off ads, you can always turn off wireless if on iPad and then there are no ads. It has a LOT of free voice options.
Speech Assistant remains one of my all-time favorite apps, partially because I think the interface is simple and clear but robust, and partly because stored messages are available across devices, so if you have an iPhone and an iPad, you get your messages on both. This isn't true for many other apps.
Speak4Me is very similar to the old Speak It! $0.99 removes ads. Has a feature that allows you to share audio file via whatsApp, iMessage, Messenger, etc.
