Yes, it is possible to make phone calls from an Android phone with speech assistant. I have a Samsung Galaxy S6. I did find that my  phone had to be in speaker mode. If not, the other person could not hear speech assistant.

It is now technically possible to have the output of an AAC app go over the phone line to the call recipient.  As far as I know, this is currently available with Proloquo2go and Proloquo4Text.  I have tried a couple other AAC apps, but they do not work - there must be some programming that needs to be done on the app side to make this work.

Apparently, there were some changes in iOS 13 that now allow app developers to do this.
