Mary,
What you need is a learning IR remote that can be controlled via a computer. This is the only system that I am aware that does this:
I do not see a phone page on the website, but you could call RJ Cooper and ask if they have pages you could use for phone.
There are some other systems that would provide use via a mobile device, but you asked specifically for desktop computer.

I know someone out there knows the answer to this. A pALS is using a Dynavox (undedicated device with eyegaze access). He can access the phone pages on the series 5 software and dial the GEWA phone. However, he needs to be able to access the infrared phone directly from the desktop. It is a long story. Is there a program (haven't found one yet) that he can download and access (dial/answer) the phone?
