Two ways to go:
RadioShack and others sell a UPS (Uninterruptible Power Supply) for $60 or so. Mine beeps when the power is out, when the UPS is using its battery to produce the 60Hz power.
THe UPS size (Watts, etc) needed depends on what the current draw is from the AVAP and how long power might be off.
My UPS can power my laptop for a day or so.
Note that you do not have to plug/ unplug. 
The protected device always stays plugged into the UPS, and generally juice flows from the wall socket through the UPS to the device, and at the same time, keeping the UPS charged.

But I also have used a cheap Coleman Convertor (the camping people) that plugs into my car's cigarette lighter, and that produces a 60Hz, 120V voltage.
That way the pALS can be on the AVAP if (s)he needs to travel in the car. 
And if worse really came to worse, one could run the car (outside of course) and use an extension to bring the AC voltage into the house.

A little off track here, but a PALS inquired yesterday about recommendations for an alarm that signals a power outage in the home.   Apparently there was an incident.  My OT has not provided these in the past.  A quick internet search provided several options but I am wondering if anyone has a recommendation.  This is basically an alarm indicating if  power goes out in the home and also will alarm if a plug comes out of the alarm.
