Does it have to be word prediction supplied by the app? Most of the keyboards come with word prediction as is, I personally recommend SwiftKey. Then that can type into a variety of text to speech apps.  TalkDroid is one that we sometimes use. I think the paid version allows you to save phrases but I would have to look at that again.
