Have you tried e-triloquist? The voice is not pretty, but it can be downloaded onto a surface, as it is a windows based program. It is free. In addition, it comes with preprogrammed phases.

So far the only thing I've come up with for a dedicated speech generating keyboard are those that are embedded in either the Communicator or the Compass software. Neither two Tobii field reps nor a phone tech person could suggest any other solutions.

The best I can come up with is one app for generating a text document that would then have to be merged with something like etriloquist to get it to be spoken aloud.
