In Massachusetts we have the Silent Call Procedure.  Not sure if other states have something similar.

If the desire is to 'play' a message because there is a specific desired message, the person may be able to use a simple voice output aid with a recorded message (I have people who have an Ablenet Step by Step).    Many cell phones – and certainly iPhones for sure – have an over-ride in them designed to eliminate noises being made by the phone to interfere with a phone call, therefore, trying to use a speech to text app on the phone you are using to call does not work as the speech produced is not picked up by the receiver on the phone.
