Possum Controls Ltd make the ‘Sero!’ IR telephone, which among other features can send up to 99 pre-recorded phrases. There is at least
1 USA-based company, Zygo, that sell it.

Subject: 911 via cell phone no voice
I have a client that cannot speak and would like to be able to call 911 with their cell phone and "play" a message.
Is this possible? I do not think so?
They do not live in an area with Text-To-911
