You could consider the VoiceIR by Broadened Horizons.  It’s pricey, but not like a full voice activated ECU.  You could probably put something together for $1500.

 

It is programmable, so any infrared signal should work.  And you can program several signals under one voice command, such as saying the name of the station and sending the three digits.  Or input and up/down arrow combinations. 

 

It needs to be plugged in for hands-free use, so would not be able to be attached to the wheelchair.

I can speak to the Amazon Echo and Logitech Harmony Hub.  It does allow you to have voice control over what they call Activities.  These are things like starting up your system, or changing an input.  They recently added some additional voice commands like volume and channel up, but it is not full TV control via voice.  You can have full control via the app, but not via voice.  I am interested to see what others say.

 

There was a device called Blumoo, which did have the capability to control everything via voice, but it has recently been discontinued.

 

As far as I am aware - but I would love to know if I am wrong, the only current option for full voice control over entertainment controls is a true ECU such as the Pilot, Quartet, Saje, or PC based solution like Servus of Grid 3.

I'm looking for some ideas for a patient for hands-free voice activation for tv control, particularly to access Comcast DVR and Netflix. I'm aware of some solutions pairing Amazon Alexa + Logitech Harmony or Google Home + Chromecast. Anyone have more experience with these or other options?
