I haven't checked out Permobil accessories they offer, so maybe they already have one that is made for it.  

A second option is, to just simply have a battery backup attached (velcro'd) to the chair, here is an example of what one of my client uses for a SP + Eyetracker combo 
--> Link: http://a.co/eCeYlnd.  Per his feedback, he only charges it once at night and it lasts all day for him (tablet internal battery + Battery backup).  But of course you know, your clients needs will of course be depending on what his eye gaze system power requirements and length of daily use.
