There is an app for iPod/iPhone/iPad called SpeakIt, cost is $1.99.  It has a good TTS engine and uses acapela voices.  http://itunes.apple.com/us/app/speak-it-text-to-speech/id308629295?mt=8
 
You get 4 voices with the initial purchase, but there are quite a number of them that you can download for an additional 0.99/each.  I have downloaded Youssef, the arabic male voice.  If you go to settings on the iPod, then General, then Keyboard, then International Keyboards, there is a large number of international keyboards you can turn on.  The arabic keyboard works in the speakit app (as do many of the others).
 
As far as SGDs available in arabic, there are none.  As I'm sure you know, you can use a digitized device.  It's possible that some SGDs that are mostly TTS can be used with a synthesizer that provides arabic, but there are issues with word prediction, storing items, punctuation, etc.  So likely, an app is your best bet, at least for now.
