My understanding is that medical insurance (Medicaid, Medicare, 3rd party health insurance) will only pay for equipment that is medically necessary.  At this point, I have not heard of any health insurance deeming computer access equipment as medically necessary.  Sorry.
 
Also, be aware that different versions of Dragon Naturally Speaking have the ability to control different things (i.e.: internet, macros).  What the individual wants to control will determine which Dragon is most appropriate.

I am wondering if anyone has been able to use medicare/medical funding for voice recognition software like the above? I am serving an individual who would like to access the computer via this method but hasn't many funds. I did search online and see that the price can be as low as $150. Any ideas?
