There are several apps available on the Android Market for the new(er) smartphones running the Google Android software. Available on Verizon network and probably others. Requires a data plan. Apps include:
 
Locale Text-to-Speech ($.99)
Text to Speech Toy (free)
Super Text to Speech (free)
Talk to Me (free)
Speaking Pad (free)
 
I can't say much for the quality of most of the apps since I've never tried them. I have tried Text to Speech Toy. It has three customizable quick buttons and an option to type in whatever the user wants to say.
