Don’t think it is possible on ipad.  Voice to text yes.  With Dragon on the go, internet searches and several other things by voice but I do not think you can say “scroll down” or “Page turn”.  Have not heard of “Siri” being able to do that either, but do not think she is on ipad yet?

 

Consider a net book with a switch interface (much cheaper, similar form factor)

 

Or dragon on a PC.

 

Or switch activation of a E-Book reader.

 

I can expound on any of those if they sound suitable.
