There are settings you can set so that the onscreen keyboard always comes on - even with a bluetooth keyboard connected.  It depends on the version of Android and what tablet manufacturer you are using, but here are some examples:
Go into your Settings then select "Language and input". Click on "Default" located just under the "Keyboard and input methods" heading to open the "Choose input method" dialog. Turn the "Hardware physical keyboard" off.
In Android 5.1 it's slightly different: from "Keyboard and input methods", click "Current keyboard" and then there's a toggle labelled "Hardware". Turn that off.

The problem is that the tablet thinks the Bluetooth mouse is also a keyboard and so will the onscreen keyboard will not appear. The same will also happen with Bluetooth switches. Unfortunately the only thing I have found to work are apps that have keyboard pages in the app, like NovaChat.

Hi folks,
I was demonstrating a Samsung Galaxy tablet to a pALS who is very good with a wireless mouse.  The problem we had is that when she would click on any screen that required a keyboard, no keyboard would come up.  If she touched the tablet with her hand, the keyboard would appear, but not if she clicked with the mouse.  Is there some setting I am missing that enables this to happen?  She was GREAT with Speech Assistant for communication, but not without a keyboard.

thanks,
Lisa
