I just found out that FRS sales an iPad-2, Wi-Fi enabled, 32 GB iPad:  http://www.frs-solutions.com/products/comlinks/proslates/ProSlate_10  The ProSlate 10 is an SGD when locked and costs $49 to unlock.  (The Wi-Fi isn't enabled until it is unlocked.)  The outer case can't be removed or the warranty will be voided.  They offer many communication apps, but may be able to ship it with a requested communication app that isn't included.  This would also be away to bill insurance for mounting equipment. 

 

The cost is almost $7000.  So for those who only have 80% coverage, the out-of-pocket would still be more expensive than just buying an iPad I believe.  I'm not sure how the cost of mounting equipment or access equipment would affect the bottom line.

 

It also comes with switch ports for scanning.  I'm really interested in evaluating scanning on it.
