This is a very complicated technical problem, and I am not aware of anything that would perform like this.

 

If I were him, I would solicit app developers to see if he can find a company that would take on a project like this.

I am seeking help from the group trying to understand what this PALS is aiming to do.  I have tried several times to envision what he wants but I am stumped.  Anyone have any ideas?
