Does California have a relay service, TTY (text telephone)? This is a service known more for the Deaf or Hard of Hearing. You wouldn’t be using a cell phone, but at least with this service the individual would use a 3rd person
to relay typed message to caller. In Iowa, it is called Relay Iowa. People with other communication difficulties can also use. It is a free service to use and low to minimal cost for any equipment needed. Just a thought.
