Going off the Alexa Idea, should not be a problem to just use a wifi smart plug like TP link to turn on power to the suction machine. "Alexa turn on ...".
I have not played with them, but there are some windows 10 apps that interface with TP link and other smart plugs. So depending on how good the user is at windows control, they could operate it that way, or possible figure out macro programming a button. I could not find (in a brief search) any IR controlled smart plugs?

I have only adapted suctioning for patients in the hospital. We used loc-line and threaded a pressure catheter through it. By positioning it to the side of the patients’ mouths they were able to grab it with their lips to suction. In this setting we were connected to the hospital vacuum lines so there was constant vacuum. The noise didn’t bother patients, but it could.
We did use IR output from the SGD to control an X-10 power module for other things requiring AC power. If your patient is using SGD, have you considered using Alexa to power the suctioning machine?
