Looking for easiest way to chop 15 min wav file to smaller pieces

Hi Listserv,
I am working with a fellow who made recordings of his life story immediately after being diagnosed with ALS. He recorded them on his iphone using voice memo. By the time I met him his speech had declined quite a bit so I want to try to convert these recordings to wav files to use them for message and voice banking.
My first question is, what are peoples favorite software for converting MPAs to Wav files. I am currently using Audacity. My second question is do people have any suggestions for ways to chop a 15 minute sound file down into smaller recordings. This is going to be time consuming. Acapela wants clips that are only about 5 seconds long for creating a synthesized voice. Thanks!
