You could also consider REACH applied human factors keyboards. I really like those. But there are cheaper options. Watch for W10 compatibility.

Have you tried e-triloquist? The voice is not pretty, but it can be downloaded onto a surface, as it is a windows based program. It is free. In addition, it comes with preprogrammed phases.
