You can use Siri to open the Kindle app but then you cannot do much of anything inside the app as far as I am aware. This is the case across most of the apps inside the iPhone/iPad.
This person could look at using the camera switch combined with a recipe for page turning perhaps?

Subject: Hey Siri
I know Hey Siri can allow a person w/ no hand function but a good voice to make a phone call w/ the iPhone.
My question is would Hey Siri work with a Kindle app? I hand a PALS w/ no hand function they wants to read through voice activation.
Thanks for any help
