Many apologies- I was wrong about an Android phone being compatible with Communicator 5 on a tablet. My patient had been using it for texting, not for placing direct calls. And I managed to get a cogent response from Tobii on the issue as follows:

"Unfortunately, we don’t have any mobile phones compatible for that combination of products.  The mobile phone portion of Communicator 5 looks for the built in I-series Bluetooth, not any connections that a surface pro may have.  This has come up in regards to the 3G surface option and that is not compatible, either."
