In terms of uing a laptop and ebooks:

If she is able to use a switch, consider SAW (free) and an e-book reader.

If she is not able to use a switch, you could use Dragon Naturally speaking
or other voice recognition program just for a few commands (if she doesn't
want to use it for anything else) - e.g. Shoot (free) or VoiceCommander
(freeish).
